Selling application for Brand

I should assume it is very clear I am brand new to this experience.

I am attempting to submit a Selling Application for a Brand in the Amazon Seller Centre thing.

But the screen seems to be unresponsive. I fill in all the questions. Tick all the relevant boxes. Attach invoices and stuff. But when I 'click' the 'submit' button.......nothing. Nothing moves. No feedback on whether the submission has been successful.

Is this usually the case?
