This flag is not about other sellers. It relates to you personally not being able to sell the item as FBM at this time. you could still be FBA though.
This usually happens over an Account Health Issue for FBM listings, such as Customer Service Performance or Delivery Performance. Check there but expect an email "eventually."
On this issue Amazon will often accept an appeal if you can explain things well enough.
Finally, I'm not on the EU Forums much, so unless you tag me directly asking something I leave you in the hands of this forums populous.

Click and drop should send through valid tracking information unless you are using letter post.
Being at 91% isn't necessarily wrong. Some of your items may not have had delivery scans. If there is no delivery scan Amazon validate these by some other means before suspending your lisitings.
Have you downloaded the VTR defect report to see where the issue is? I had one a few weeks ago where it was sent tracked 48 but no tracking number got uploaded to Amazon.
We have had problems with VTR when using RM click and drop.
I have used RM shipping through Parcel2Go a lot more than click and drop, never any problems with VTR when using RM through Parcel2Go.

Yes I have downloaded it and could not see an issue. There are mostly Royal Mail Large Letter with the long Royal Mail OBA's number. According to the report I have over 140 orders with defects!
The reason could be if you are using Royal Mail 48 as opposed to Royal mail tracked 48, 9 times out of 10 the postman do not scan the delivery so it shows as not delivered or lost, hence the low VTR.
I use C&D and it sends tracking through without issues. The VTR shows as being low but it is ignored. I get the email monthly but nothing happens. Have you linked C&D with Amazon with the RM app?

Same here. My LLs are mostly untracked but when they buy multiples of something I will add the tracking. My parcels are all tracked.

My lowest one is 67%. Of the offending VTRs categories my highest is 75%. Yet, I have several at 100%, but they are all sent the same. LL/SP via C&D. No deviation whatsoever.
UPDATE: My listings are all back, no email that told me that they would be reactivated and no email that told me they were deactivated. All I got was the usual email saying that I was below 95% blah blah.
