EU Countries Customs Returning Media Items

Hi everyone
I sell secondhand media but I’m not VAT registered. Turnover too low. I’ve had a CN15 return sticker on items rejected in EU countries stating I hadn’t filled in customs CN22…but I had on all items. Anyone getting similar rejections

Are you also using IOSS number - electronically updated - and not marking it as a gift ?
