Item returned because address was vacant

I just had an FBM order sent back to me because the address that USPS tried to deliver to (label purchased through Amazon) was vacant. Do I just go ahead and refund the buyer subtracting out the shipping fees?

Yes and be sure to mark it as an undeliverable address. Personally I would also report the buyer as suspicious and trying to scam me. They probably missed the mailman when they came to deliver it. They wanted to be able to grab it and do a grab and run scam.
