OTDR getting hit hard was at 50% a few days ago

discussion.received this email this morning. And I'm confused by it to be honest.

The Transit time of .1 is it really affecting me that bad? And what is a .1? An hour late? I would assume 1 is 1 day..

Not letting me attach image. Carrier transit time 0.1 days after promised...

Yes, It shot down hard then a day a two later it corrected. I think it was a glitch.
