Even if a garage is dry, it may have variations in light/dark, temperature and humidity that are bad for books. Rather than using shelves for storing them, you might consider using banana boxes, with lids. If you do, use a pallet or something similar to keep the boxes off the floor. Banana boxes with lids are strong, and can be stacked, though you probably won’t want more than 6 boxes in a stack. And would need to leave enough space to access the boxes; and to move them when you need to find a book that is in the bottom box of a stack (amazing how often that seems to be the case).
If you can’t manage heavy lifting, check around for shelving. Old bookcases can often be had very cheaply at auction houses or charity shops.

we store books in numbered boxes, mostly scrounged from supermarkets. 12-bottle wine boxes are good if you can find them, & not too heavy to move around. They are stored on racking which came from various sources - commercial auctions can come up trumps. Gumtree might also be a source of supply. If the walls are strong, that shelving with brackets that slot into uprights to take wooden shelves is good & adaptable.
We’ve now got 79,000 books neatly stored, & rarely mislay a single book.

Ventilation is key.
A dark, damp unventilated space is the worse place for books.
