Amazon does nothing, as long as the customer (PS: this type of customer is usually in Spanish) files an AZ for not receiving the item, then the refund will soon be in the customer's hands, even if the seller provides proof of delivery and pictures from FedEx, but that doesn't help in the slightest. Amazon needs to take this issue seriously or this will surely lead to class action lawsuits.

Amazon keeps track. Repeat violators will eventually lose their ability to buy on Amazon.

This is why it's important that INR requests file A-Z, rather than the seller simply refunding, so that Amazon has the records.
