Amazon refunded buyer without buyer even oepning a return request or any claim

Amazon issued full refund to the buyer without buyer opening any return request or claim. Is this normal? If it is, how is it even allowed? How can a buyer get full refund without even initiating a return or any claim? I'm a bit concerned that Amazon just goes and issues full refunds to buyers willy nilly and just take it out of the seller

FBA? They can do what they want, you agree.

Then there are also "non returnable" products

Lastly, if the buyer tried to communicate with you and it didn't go according to policy.....
