I am trying to list a book and getting Listing Limitations Apply. What does that mean?

This indicates that you will need to apply for a prior approval in order to be able to list the particular ASIN - if there is currently no option to sell it.
When trying to list the item for sale, you will see a “Request approval” button and once you click on it, there will be a page which includes all requirements, such as documents, certificates or invoices which need to be submitted as a part of your application.
If you have a difficulty getting approved, you could try again after a few months once you establish a selling history to see if you get approved automatically, which is often the case.
Otherwise, some listing limitations are only affecting specific conditions.

There is no prior approval requirement for listing books.
Where listing limitations apply, it is usually the kindle edition that has the limitation. For most paperback or hardback books with an ISBN, find the correct product page by using the ISBN (without spaces or dashes). For non-ISBN books find the correct page by a title+author search. Occasionally Amazon prevent sellers listing on the correct ISBN because there is a new edition of the book awaiting publication. Once the new edition is published, that restriction ends.
