Permission to sell used Products?

I know I get frustrated enough by the Amazon seller requirements that seem to change with the wind, but, can someone please explain to me why we need to get permission to sell a used item? Particularly that, to submit an application to sell a used item, I have to provide an original purchase invoice etc. For a USED item??
