Cannot add new item - account reactivation message

When I try to add a new product I get the message “Due to limited account activity, your ability to create listings has been disabled. To restore your ability to create listings, please click on Replace Charge Method to either add a new credit card or select an existing credit card. Processing time may take up to 48 hours.”. I did this a few days ago, and when it did not work I did it again. It has made no difference.

So I contacted Amazon seller support. I received an automated response pretending to come from a person telling me to replace my charge method with instructions. When I reply to tell them I have done that I just get the same email word for word back from them instantly. I’m very frustrated. Can anyone help?
