If you don’t sell on the .de or .fr sites, and you don’t ship orders purchased on other sites to those countries, and you don’t use EFN, Pan EU FBA, and you are preventing FBA shipping to both of those countries; if all of this is true, you can ignore it.

If any of your products sold from any of your account anywhere, whether by you or by FBA, can be purchased for receipt in either those countries, then you need to register in the appropriate way for each of those countries.
