you should only be charged once the buyer actually returns the item using the label and the label is scanned by the carrier
go to reports - payments - transactions view - delivery labels purchased on amazon
and that will show you each order you have been billed for

Looking at the screenshot posted on the forum there appears to be a fault with the system allowing two prepaid labels for the same order. We noticed this about four months ago.
Despite having two prepaid return labels the customer can only return one order the other prepaid cancels itself out as far as I am aware.

Very often you get multiple returns opened by the customer, this it when they are going through all the options until they find one where they get a Free returns label.
