Low value return - no automatic label issued

Just had a return request opened, reason is “arrived in addition to what was ordered”. They ordered a hat, we sent them a hat.

However normally a return label would have been issued by Amazon, on this return though it hasn’t BUT it does say that I must refund the return shipping fee of £1.93.

Seems odd, ALL other return requests have been issued an automatic Hermes return label.
