Problems with shipping settings

Hello

I have a problem. I have received order from France for item that was not intended to sell internationally.
I have edited default shipping settings and unchecked International shipping. How it come someone was still able to order this item?

I guess it could be french site. Is there any way to prevent that and sell in UK only?
