Can I Create / register a new Brand under a company that already has a brand on Amazon, what are the Amazon policies in this regard, does amazon allow to do so ?

I cannot help as do not sell branded goods, but if you need to know their policies you really need to look them up as can be quite complex - check Amazon Seller University and search the policies using the search function - that is what it is for.

Yes. You can do that. I have 1 company and multiple brands.
Just register first on the government website, and then register on the Amazon Brand registry. it's an easy process.

You can have more than one of your own brands on an Amazon account
However if you mean can you create a sub brand for product that already has a brand name. - yes if its a private label product it is possible but only if you get permission from the supplier / main brand owner in writing. ie letter of authorisation. If so then you can then use your own brand name when listing the product. eg I sell deadpool dressing gowns but they are listed under my brand name as I have permission from the license holder.
