Amazon.de LUCID number

im a us seller and i have no vat number ,i register luicd center with my infomation on amazon and my passport,and use reclay to report data and pay fee but amazon reject me with reason: The VAT or business ID and the legal name associated with this registration number do not match the information provided to Amazon.
any one can help me .i want to sell on amazon.de .they block all my listing from 01/july
