Add product problem

Hello!
i’m new in Amazon. I would like to start selling winches on Amazon. I added my product (I couldn’t find my winch on the list so I created new one) but still cannot finish the process. I can’t complete my draft. When I try to click ,edit draft" I see :Sorry, this product is ineligible for Amazon Marketplace selling at this time. What I have to do to finish the addition process?
