The customer can't be reached out by courier and caused low VTR
My account has a low VTR because one of my customer can’t be reached out by the courier during the delivery, I have also contacted the customer twice using in-site mail, but never be responded.
What should I do? Do I need to give a full refund or partial refund? I have to pay the courier even i got the product back to my office.

In terms of the refund, if the item has been returned to you due to none delivery…
You will need to refund the full cost of the item and postage unless the customer chose to upgrade their delivery. In this instance, you can chose to refund only for the cheapest delivery method.
In addition you can only withhold costs if the item you received back was in any way damaged. Also I guess you could treat this as a change of mind return and if there were any costs to you to get the item returned (such as the courier charging you to return the item) you could deduct those costs from the refund?

What is your VTR ?
Just one failed delivery should not give such a low VTR as to cause problems, unless your number of sales is very low.
