I received this email from my UK account . I want to close this account . I have never had any listings, I haven't sold anything from my UK account. They are asking me to provide utility bills documents , (For example : Water, Gas ,Energy, Class 2 National Insurance Contributions (NICs) Bill--> Online VAT Certificate) but I am not a resident of the UK. What should i do? I do not plan to sell anywhere other than the US.

You cannot close a deactivated account. Have you opened one global account or a separate UK/EU ones. In any case if the accounts are linked (as they seem to be) than all your accounts will be deactivated if one is.
