I’m not a professional seller (no VAT and only a few books to sell) and when I registered to Amazon Sellers I’m quite sure I selected the Individual plan.
Yet as soon as I completed the registration process I saw I was registered as a Pro. So within MINUTES I changed my plan. But I was still charged 47,19€.
I complained on the same day, within an hour to the support team, explaining the situation and even referencing this link:

But at first they replied:
Your request has been declined because you have not been charged a subscription fee in the last 90 days.
Which is weird because I was charged. So I reopened the case telling them that.
Their final reply was that indeed I had been charged because I had opened a Pro account that was changed the same date to an Individual account. Nothing about my previous explanation was considered.
I opened a new complaint and the same thing happened: we can refund you because no subscription was charged in the last 90 days!
What’s happening? What can I do?

You mentioned plans and accounts. They are different. You can be on a pro account and individual plan. It's the plan that determines whether or not you are charged the fixed monthly fee.
If you have already downgraded your plan to individual, you might need to keep at support until you get a refund, they are not very good, to put it mildly. At least you can eat a chocolate fireguard, so it has one use more than seller support.
If you have already sold something, you probably won't get your monthly fee back, but you can still downgrade your plan to prevent future months fees.
As above reply, the selling PLAN and the ACCOUNT type are totally different things. Professional is the name of the plan where you are charged £30 a month. If you are just selling off your own personal second-hand books, then you should have an INDIVIDUAL Seller Account, but can be on the individual plan also (no monthly fee, but an extra small fee per sale), where you do not pay the pro fee. If you are actually buying goods to sell on for profit then you must have a BUSINESS Seller account.
If you have already sold anything then I don't think they will reimburse the pro. fee. If you haven't sold, then you can open a case with seller support and request a refund of unused fees.
