How do I declare VAT exemption?

I would like to use the Automated Invoice facility and want to declare VAT exemption (because selling a book that is VAT exempt). How do I do this? The instruction says

“Benefit from automated receipt generation by clicking “Declare VAT registration exemption” button if your business is not required to register for VAT in the EU27 member states and in the UK. You will receive the features immediately after declaration.”

However, I can’t find this button anywhere!

Are you registered as a business with Amazon?
Are you registered for VAT?

Vat exemption, in the way they describe, has nothing to do with whether or not the item you sell is zero rated or not.
