Variations not allowed in category - Advice

Hi, I need some advice. I sell a product in the gardening category that says variations are not allowed. The only difference in the variation is the plant tags. How can I do this so people can choose the style of plant tags they want? Would I have to create another listing or do Amazon sometimes allow special cases if requested?

As a general rule Amazon only allow variations in Colour and/or Size.
There are a few other variations in a few categories but these are quite rare. Amazon will not make exceptions.
If the Plant Tags are different then you have to create a listing for each type of Plant Tag and each one will require its own different EAN
