VAT set up completion

According to the message you are trying to enroll in PAN EU FBA this clearly states “Your Fulfilnent by Amazon Inventory location countries must have a valid EU VAT Number”
You must be VAT registered prior to enrolling on the VAT calculation service for PAN EU VAT , In addition if you are storing products in these EU countries but your home country is Lithuania you need to be VAT registered in the EU countries you are storing products from the ouset.
