Took refund and item delivered

A buyer ordered two items separately for the same address and receiver and we shipped both in one pack , however the buyer received the item and signed ,and they took refund as well as item not delivered , kindly help

Unfortunately this is the reason amazon policy states that 2 separate orders must be shipped separately
