Who is not affected by Germany Tax Certificate

Amazon has given us until 15th April to provide the Tax Certificate which I do not think we can obtain as we are still waiting for our VAT ID to be issued as I have heard from other sellers here whose German store has already been closed but is their sales affected as I heard most of those seller products are still being sold in Amazon Germany by Amazon & they are getting orders in Amazon UK.
