EU energy efficiency labelling if handled

Recently, we received a notice from Amazon that we need to upload energy efficiency labels, but we sell lamps, many of our lamps do not have bulbs, and energy efficiency labels must have bulbs to register, and the price of each energy efficiency label is very high, we can not register energy efficiency labels for each link separately, now I do not know what can be done to solve this problem, I feel that a year’s profit after deducting these service fees will lose money, I do not know if we can continue to do it!
