Unable to see European marketplaces

A seller from Europe who started a Seller Central account with US marketplace asked for my help setting them up for European marketplaces.

However, when I log into their account, I don’t see any European marketplaces: just US, Canda, Japan…

How can I add European marketplaces, including UK to the account?

I should mention that while their US marketplace account doesn;t have any suspension notices, they haven’t sold there, not do they have a US tax ID. (they do have European tax ID, but I would need to add the marketplace to add tax ID for it)
