Unable to access Brand Analytics

I have assigned "view" rights to Brand Analytics for a user, but it's still not showing up under Brands, and when she tries to access it from https://sellercentral.amazon.com/brand-analytics she gets this error "Invalid Access. You do not have permissions to view this page". I have a support ticket in, but they are not helpful and do not seem to understand the issue. Anyone else experienced and fixed this? This is referring to a US store.
