PAN FBA Registration - Amazon promotion paying net cost of VAT registration

I was wondering if there are any sellers who have recently (within past 6 months) been invited to setup and use PAN FBA via the offer from Amazon to cover the costs of setup and 1st year EU VAT filling services?
Our company received this offer from Amazon, signed up to it, have been invoiced by our EU VAT supplier, paid the bill, but to date, have received no monies to our Seller Account to cover this cost.
The amount we paid was 5,380 eur which is the amount that within 30-days was supposed to be paid back to our seller account. We paid this figure approx. 8-weeks ago.
When this invoice was sent to us by our EU VAT provider – the Amazon terms and conditions stated that they should email us the invoice and copy in pan-eu-vat-promotion@amazon.com
From that point, within 30-days, we were supposed to receive the balance of the invoice paid to our seller account.
When I chased this and try to email pan-eu-vat-promotion@amazon.com the email bounced back saying that the email address was no longer valid.
I’ve since opened a case on Amazon around 3-weeks ago but the only replies coming back to us are that the relevant team Seller Support are trying to contact – aren’t responding.
So – as it stands, I’m contemplating a legal claim to re-coup these monies.
Has anyone used this service and received payment from Amazon to cover the setup costs?
The relevant T&C’s from Amazons offer were as follows:
Tax Service Fee Payments: as part of this promotion, when you sign up to VAT registration and filing tax services with the external Tax Adviser, the Tax Adviser should inform you of the cost of the selected services but not charge you until he confirms that he has received a VAT number in respect to a FC country you have selected. Once the Tax Adviser has received a VAT number, they will send you an invoice with Amazon in copy. Once Amazon has confirmed your eligibility to this promotion, any promotional amount granted by Amazon will be deposited as “Miscellaneous Adjustment” in your Amazon Seller Account within 30 working days of the reception of the invoice. Did not take up on the offer (despite many calls and emails urging to do so from sales), but the implication was it would be applied as a credit to the account against fees incurred, rather than a debit on top of disbursement.
Would check your fees, in case it has indeed been credited form that part of the payments screen?

I had the same offer and this is what the VAT company said regarding payment
"VATGlobal will only invoice on receiving your first VAT number, we will invoice you and CC Amazon in the invoice using your unique promo code. Amazon will then deposit the full amount into your bank account to be paid over to VATGlobal within 5 days of the money reflecting in your account.

I’m gutted reading this, as I registered for Pan EU without knowing anything about these promotions, and now faced with the VAT registration costs.
I would assume it’s only valid for people not yet registered for PAN EU?
