Small and light enrollment

Hello Everyone.
I want to register my product for small and light FBA and my products are fullfil all the requirement, but i do try to open the option of Small and light Programe, it says " we are unable to register at this time"
Can any one explain it to me and the other method to register my products

Make sure the package measurements are in the listing.

I usually just select it from my inventory screen and select convert to fba, then select small and light from that system
