How is this seller still able to sell on Amazon?
Since August they have not had 1 positive feedback, every single one is the same story. They are sending envelopes saying "item is out of stock" instead of the physical product. This is deceivingly bypassing the SFP despatch rate/on time delivery metrics.
Also the feedback keeps showing this as a fulfilment issue when it is clearly not and just a scam by the seller.
I know multiple other sellers who have complained about this seller but nothing has happened, it does not take a genius to look at the feedback and see what is happening. Why is it so hard for Amazon to look into this fraudulent actions?

Don't worry. Amazon has systems in place to quickly deal with sellers like that. :)

The puzzle gets bigger. Everyone of their negative feedback is marked with the following
"Message from Amazon: The fulfilment issues associated with this order were not due to the seller"
and yet they are fulfilled by merchant and not Amazon.
They must have spotted a hack to get around their delivery problem
Just an update, the seller is still active and still doing the same fraudulent activities,
one of the latest comments that has been deleted is
"Seller dispatched an envelope marked as a 4.9kg parcel containing a letter saying that the item is "out of stock", only to then mark the product as "delivered" on Amazon. This is both postal fraud and against Amazon's TOS. Reported."
How Amazon continue to let these scammers "sell" despite nearly 4 months of negative feedback all saying the same thing is beyond me.
Amazon has a review policy for such sellers. If this happens frequently, a 30-day delivery review begins and the money inside remains in reserve. If amazon cannot verify deliveries in a 30-day period, if I don't know wrong, it enters a 90-day period and eventually deactivates the store.
