i want to delete my account in europe and open a new one in usa , is it possible ?

Is your account fully verified yet ?
If not then you cannot just delete/close and unverified account. Once verified you then have to ask Amazon to close it.
I know little about US, but if you just open another account that will be linked to your first account and be suspended.
