Confused newbie

Hello,

Thought it would be a good idea to give Amazon a spin for selling a few items, after a week or 2 account is open though lots of marketplaces as only wanted UK but fair enough. Attempting to list my first product but not available/restricted, next choice also same. I wanted this seller account to sell my old phone and console stuff and thought it would be pretty easy, why do you have to apply to sell a second hand phone or a wii??
