No they haven’t relaxed the rules, won’t stop people breaking them though.

You could report them, though not sure what would actually happen

This is very common indeed, I’ve had it so many times with my purchases. Against the rules but how is Amazon going to know? Even if a customer reports them, will they take action? I doubt it.
