I have reported a seller several times and no one at amazon have done anything.

Don't worry. Amazon have very robust systems to prevent and block this type of seller, especially after another seller reports them (a few times).
Maybe they are waiting for the feedback to go down to 0%.

I have been reporting this seller for several weeks and going round in circles.
I have removed them from 3 of our own brand name listings and the test purchase was never shipped and had to get a2z claim refunded.
Several other buyers have got claim by a2z according to their feedback and I would have thought all these feedback and claims would have resulted in account suspension by now (this has been going on for over 6 months)
I guess they just hope that customers dont report the item not delivered as it's such a small amount, and they pocket the cash and walk away.

We have been reporting a seller who was abusing us for years to amazon via every channel with evidence and they have never done anything.

I have a "competitor" with a very low score but they are still there. Apparently they do not ship anything. I don't care that much as it's a product out of 100s I sell but as a honest seller who is actually sending things to customers, people like that get a bit (actually a lot) on my nerves.

It was said with just a hint of sarcasm but, in reality, they do have systems in place but with hundreds of thousands of sellers, it takes a while for them to take effect.
It’s a shame they don’t have good systems for reacting to genuine reports of bad actors, relying on their own systems in preference.

You could try tagging in some of the forum moderators who may take a look and forward to the right department.
However on the product you mention the next best price seems to be with Amazon themselves so even getting rid of the fraudulent seller won't nessesarily increase your sales.

I remember reporting another Seller in China, doing exactly the same. May have been this one, I can't find it.
Reported as Amazon barred us from selling something at too high a price, SS did allow us to sell again at normal price, but the Seller was still there, and we were told buy 2 items, report etc.
Done that before, sometimes it works...
