The policy page still states that VTR only applies to domestic or out of China deliveries.
Apparently there are some issues with some sellers where Royal Mail isn't tracking correctly, and another thread this morning said it was now picking up international orders - though amazon haven't stated that this is now policy (which I know is hardly a comfort given amazons propensity to shoot first, ask questions later).

VTR is only for domestic shipments, so there is maybe another reason for your VTR to have dropped - though there have been a few posts about this happening to others over past week or so.

I asked Amazon Help about this and from what the reply says All post albeit Domestic or Overseas now has to be tracked
and is counted against the VTR

What is the policy for cross-border deliveries?
If you’re a UK-based seller delivering to customers in the EU, you’re exempt from providing tracking information unless you use a tracked delivery method. When you select your carrier and delivery method, you’ll be prompted to provide the tracking ID if the delivery method is tracked. For more information about the list of exempted shipments for VTR calculation, go to Valid Tracking Rate (VTR).

No solution as yet. Just a generic response from my Amazon case saying they are looking into it and will get back to me. No change in my VTR rate, it's still at 12.5%. I buy all my postage from Amazon, it's only the few packages going to Ireland that I have marked as franked / stamps which have caused this.

We have just had a quite distressing phone call from Account Health Specialist regarding the VTR Rate (calling from India!).
He insisted that the ROI orders are no longer exempt from the VTR rate because we are not shipping the orders from outside the UK because of clause 3.E:
3. We will not calculate your Valid Tracking Rate for the following shipments (“VTR-exempt shipments”):
e. Your shipments that are ordered on Amazon.co.uk, but dispatched from outside the UK, unless dispatched from China directly to customers (see point 2 b); and
Where as I tried to explain that the valid tracking rate is only for the UK domestic orders as in clause 2.A.
2. maintain 95% Valid Tracking Rate (VTR) for the following Fulfilled by Merchant shipments:
a. Your domestic shipments (that is, shipments from an address in the UK to a delivery address in the UK),
ROI orders are not UK domestic addresses.
So which is correct? It is very ambiguous to say the least.

Good evening Sakura_Amazon. Can you assist me with a submission? About 1 month ago our listing for category "drugstore" were suspended due to VTR. After downloading the file it is clear the reason for the suspension was 3 cross border deliveries to EU countries. I have pointed this out to account health support between 7 to 10 times. but it appears no-one actually reads the information I include. The latest case ID is 10025218432, but also case IDs 10024861172, 10011541922, 10007009792, 9967597772 and maybe more, I am completely exasperated.
I even had one account health specialist read, the Amazon policy, agree with me that the deliveries did not need tracking, but then ask for the tracking numbers! At which point I needed a new computer, because I had just bashed my head into the keyboard.
If you can please help, even more important if you could bring the problems to whoever is in charge. Apart from the obvious the most frustrating is that the replies I have received could only be made if the associate did not read my message and I have gone to a lot of effort to provide the information.
